Abstract
FERMA a government organisation introduced the Geographic Information System (GIS) to support the monitoring of the entire network of federal roads in Nigeria. However, six years after implementation, the initiative was not ready for use as a management tool to aid decision-making. The purpose of this study was to explore the lack of adoption of the GIS in FERMA. An adapted technology acceptance model provided the initial understanding of the GIS phenomenon. It offered a path of tracing the impact of the external factors of leadership characteristics and management practices on attitudes and intentions. Action research was used to conduct a qualitative inquiry, where semi-structured interviews and observations were embedded appropriately in the cycles of action research. It emerged that the GIS was more than a stand-alone product as was earlier assumed. It was found to be part of a much wider system where everything was connected to something else, and one part could not be removed without consequences to the other.
