Abstract

Much has been written about the rise and spread of conditional cash transfer (CCTs) programs throughout South and Central America. This literature has added a great deal to our understanding of how social policy spreads and is changing across the Global South. However, it can be improved by linking it to the ideological interests and paradigms involved in transforming the ways in which the state interacts with the social sphere occupied by CCT recipients. The authors will use this article to do this, illustrating how the global neoliberal economic order has been spread into the social sphere through conditional cash transfers in Latin America, which has led to a repositioning of citizenship amongst the least well-off individuals and families.
