Executive Summary

This report examines the readiness of the Liverpool City Region (LCR) to adopt AI tools and platforms across organisations. It draws on research findings from workshops facilitated by the Digital Media and Society Institute (DMSI) across LCR’s public sector. Structured group discussions explored the value, risks, barriers, and future implications of AI. These discussions were recorded and analysed using established qualitative and linguistic tools. The findings indicate that AI readiness in LCR is driven more by human and organisational factors than by the technology itself. AI is viewed as a potential tool for improving workplace efficiency, productivity, and decision-making, as well as for automating routine tasks. However, participants were sceptical and emphasised the importance of reliable infrastructure, data integrity, transparency, and oversight. Equally importantly, training to build digital skills, confidence, and trust across the workforce is vital to ensure that employees are supported rather than left behind. In conclusion, the report finds that most participants felt ready to embrace AI and recognise the potential benefits, but they do not feel LCR is fully “AI ready”.
